In chronological order, Alexander was before Quin Shi and Henry VIII before Peter.
Comparing power is very difficult. I'd say that Charlemagne and Genghis Khan both had enormous restrictions on their power from the weakness of the state apparatus that they controlled. Pope Innocent had to deal with Kings, who were individually weaker than him but still placed very major constraints on his power. The same could be said of the powerful established nobility in Tudor England.
Alexander had nearly unlimited power, but exercised it for only a short time. The same is true of Napoleon. Peter and Augustus founded empires that survived for centuries after their deaths. The same is sort of true of Alexander and Quin Shi - their direct political heirs were dead within a few years, but they played major roles as founders of cultural patterns, Hellenistic society and Imperial China, that lasted for a very long time.
